KATHMANDU: President Ramchandra Paudel has said the success of the federal democratic republic system lies within the success of provinces, while they also serve as a significant instrument to institutionalise the achievements of the latest movements.

During his meeting with the Chiefs of Provinces at the Office of the President, Shital Niwas on Wednesday, President Paudel said that if the provinces function effectively, the system will be strengthened.

“I believe that the justification and relevance of the constitution will be proved through the formulation of necessary federal, provincial, and local laws and their sincere implementation,” the Head of the State said.

Stating that Province Chiefs are also the representatives of the centre, he said their roles are as coordinators between the federal and the provinces. “That’s why it is essential for the President and Province Chiefs to be in regular contact, to engage in dialogue and to have mutual coordination.”

“Works are in progress to enact and implement provincial laws. The sooner these laws are enacted, the faster we can realise the benefits of change in people’s daily lives by earning their increased trust in the system. Let the relevant authorities and stakeholders work to accelerate progress toward this goal.”

Only the guarantee of provincial structures will not establish its political significance; rather, its nature should be civic-friendly, inclusive and good-governed, he said, underlining the need to connect the political accomplishments with the lives of citizens, for province-to-province healthy completion with the focus on inter-province collaboration and cooperation for the wider benefits. “My focus lies on good governance, effective service delivery to citizens and on the strengthening of democracy,” he said.

Intellectual community and civil society leaders should engage in dialogue to find ways for strengthening democracy through collaborative and coordinated efforts, according to the President.

He also advised the Province Chief to contribute to good governance and the development of agriculture, tourism, education, health, literature, art and culture. “Let’s gear up for collective efforts to further strengthen the federal democratic republic.”

On the occasion, the chiefs of all seven provinces apprised the President of challenges and legal confusions and other inconveniences they are facing, requesting the Head of the State to draw the attention of respective bodies towards that end.
