PANCTHAR: The recent workshop in Phidim, organized by the Human Rights Forum Nepal, has resulted in a pivotal 10-point declaration aimed at combating caste discrimination in the area.

This declaration reflects a collective commitment to addressing the systemic issues related to caste-based inequalities. The workshop served as a platform for stakeholders to discuss and strategize effective measures to promote social justice and equality.

The key insights from the event emphasize the importance of community engagement, legal reforms, and educational initiatives to eradicate caste discrimination and foster an inclusive society.

This initiative convened local representatives, political parties, security agencies, civil organizations, rights activists, and leaders from the Dalit community, all united in their effort to confront the challenges of caste untouchability and exclusion.

The declaration outlines a comprehensive plan for establishing a local Dalit Rights Act and developing a five-year Dalit Development Strategic Plan.

It emphasizes the necessity of a Dalit-responsive budget to enhance the economic, social, educational, and political empowerment of the Dalit community, alongside a gradual declaration of wards and municipalities as untouchability-free zones.

Key provisions include initiatives for training and technology transfer to improve traditional Dalit skills, the integration of themes related to caste equality and human rights into local educational curricula, and a strict policy of zero tolerance towards caste discrimination.

Additionally, the declaration calls for expedited access to legal aid and the active participation of Dalit youth and women in political decision-making. Mohan Singh Thebe, the president of the forum, highlighted a clear strategy to tackle historical discrimination, while Ramraj Angdembe, the head of the district coordination committee, reiterated their dedication to implementing constitutional and legal measures against caste discrimination.

These initiatives aim to foster meaningful change in the localities.
