KATHMANDU: The government has decided to form a judicial inquiry committee to investigate the self-immolation death of Ganesh Nepali, while also abolishing the recently introduced Education Equity Fee and Health Equity Fee.

A Cabinet meeting on Wednesday appointed former High Court judge Keshav Prasad Bastola to head the judicial probe into Nepali’s death.

The meeting also approved a full waiver of the Education Equity Fee and Health Equity Fee imposed under Section 18(1) of the Economic Act, 2026 BS, reversing the controversial levy.

In key judicial appointments, the Cabinet named High Court Tulsipur judge Basudev Acharya as chairperson of the Special Court and High Court Surkhet judge Dipendra Adhikari as chairperson of the Labour Court. Shailendra Raj Kunwar was appointed administrator of the Guthi Sansthan.

To encourage international air traffic, the government approved a complete waiver of parking, landing and navigation charges, along with a 50 percent discount on ground handling fees, for scheduled international flights operating from Pokhara International Airport and Gautam Buddha International Airport until mid-September 2028.

The Cabinet also endorsed the July 17 agreement between the government committee formed to address the grievances of loan-sharking (meter-byaj) victims and representatives of the Meter-Byaj Victims’ Farmers and Workers’ Movement. Under the agreement, documents found to have been fraudulently obtained through usurious lending practices have been declared legally invalid with immediate effect.
