Government Forms Committee to Study Software and Hardware Procurement

KATHMANDU: The Ministry of Land Management, Cooperatives and Poverty Alleviation has formed a committee to study the procurement and usage of software and hardware across its subordinate agencies.

The inquiry focuses on systems currently in use at the Department of Survey and the Department of Land Management and Archive, specifically regarding the NeLIS, LRMIS and Mero Kitta platforms.

Following a decision on Aug. 23, 2026, the committee has been directed to submit its findings within seven days. The panel is led by Joint Secretary Dholakraj Dhakal.

Members include an IT director representative from the Office of the Prime Minister and Council of Ministers, Ministry Undersecretaries Devendra Sapkota and Ramchandra Regmi, Accounts Officer Digambar Rijal and Section Officer Lokmani Khanal. Computer Engineer Dubesh Shrestha serves as the member secretary.

The committee is tasked with reviewing all documentation related to the procurement of hardware and software.

Its mandate includes verifying whether the purchasing process adhered to established standards, inspecting the quality and utility of the equipment, and conducting on-site assessments.

The panel will also investigate potential irregularities or misuse of public resources in the procurement process.

Based on its findings, the committee is required to provide a report with clear recommendations for improvements.

The ministry expects this study to clarify the effectiveness of digital systems used in land administration and ensure the proper utilization of public funds.
