Government launches tax bill reward program with cash prizes of up to Rs 1 million

KATHMANDU: The government has implemented the Taxpayer Incentive Gift Program, 2083 to encourage consumers to obtain tax bills while making purchases.
The program came into effect on Saturday and allows eligible consumers to win Rs 100,000 daily and up to Rs 1 million every 15 days through lucky draws.

The scheme has been introduced with the objective of controlling tax evasion, recording actual transactions and promoting a culture of taking bills among consumers. Consumers who obtain a tax bill while purchasing goods or services worth more than Rs 100 will be eligible to participate.

To join the program, consumers making cash payments must enter the bill number, seller’s PAN number, bill date, total amount and their personal details on the Inland Revenue Department’s online portal. Once the information is submitted, the system will automatically issue a gift coupon, and the coupon number will be included in the lucky draw.

Consumers making payments through digital methods such as QR codes, cards or wallets will not need to register bills separately. Eligible digital transactions will be automatically included in the system, allowing direct participation in the reward program.

The Inland Revenue Department has launched a dedicated online portal for the program, where users can register bills, view registration history, check the status of gift coupons and access the list of winners. Winners will be able to claim their prizes by submitting copies of the relevant bills and required documents.

The government has also warned that fake, false, duplicate or altered bills will be rejected. In such cases, gift coupons will be canceled, any distributed prize money will be recovered, and legal action may be taken under prevailing laws.

Not all bills are eligible for the program. Purchases made for business purposes, bills issued in the name of government bodies or public institutions, telephone, internet, electricity, vehicle and transport services, air tickets, and bills issued by persons without a PAN number are excluded.

Nepal Rastra Bank has already directed digital payment service providers such as eSewa and Khalti to integrate transaction details with the Inland Revenue Department’s system. Eligible digital transactions will then be automatically included in the lucky draw.

The program, announced through the fiscal year 2083/84 budget, is expected to encourage consumers to ask for bills and motivate businesses to issue tax invoices compulsorily.
