KATHMANDU: The Department of Water Resources and Irrigation has introduced a special program aimed at promoting agricultural entrepreneurship.
The department has prepared the ‘special groundwater irrigation program for agricultural entrepreneurs selection guidelines, 2083’ to implement the initiative.
Department Director General Dinesh Rajauriya stated that the guidelines are designed to ensure sustainable use of groundwater resources, increase agricultural productivity, and provide reliable irrigation facilities to farmers. The program aims to make project selection and implementation transparent and effective in accordance with the Good Governance (Management and Operation) Act.
Deputy Director General Dev Syangbo noted that high priority will be given to youths returning from foreign employment. Other priority groups include women, indigenous nationalities, Dalits, minorities, residents of marginalized areas, and families affected by natural disasters. Agricultural cooperatives and women’s groups registered with local, provincial, or federal authorities are also eligible to participate.
To qualify, applicants must own or lease at least 6 hectares of land. For leased land, a minimum 10-year lease agreement and a no-objection letter from the landowner for the construction of tube wells are mandatory requirements.
The program focuses on specific sectors including vegetable and fruit farming, spice cultivation, seed production, nurseries, floriculture, herbs, fisheries, and fodder production. According to the guidelines, authorities will conduct on-site verification of land ownership and suitability. The department will also identify areas with groundwater potential and perform regular monitoring of irrigation infrastructure and agricultural production sites.
