KATHMANDU: Nepali Congress President Gagan Kumar Thapa has questioned the government over the circumstances that led security personnel to open fire, resulting in the death of a civilian during the communal clash in Dewanganj Rural Municipality’s Kaptanganj area of Sunsari district.

In a statement issued on Monday, Thapa expressed deep sorrow over the incident, saying the state should exercise greater restraint, vigilance, and responsibility in dealing with sensitive situations that could undermine social harmony.

He said the authorities should have assessed the situation in time and ensured adequate coordination, security preparedness, and preventive measures, adding that it was “deeply unfortunate” that the situation escalated to the point where live fire resulted in the loss of a civilian’s life.

Thapa urged the government to conduct an immediate, impartial, independent, and credible investigation into the incident and make the findings public. He also called on the authorities to ensure prompt medical treatment for the injured and provide necessary support to the family of the deceased without delay.

He further urged the government to manage the situation in the affected area responsibly and sensitively to restore peace, security, and public confidence.

Appealing to local residents, community organizations, civil society, and political parties, Thapa called on all sides to refrain from spreading rumors or engaging in provocation and instead work to preserve communal harmony.

The Nepali Congress president also paid tribute to the deceased, extended condolences to the bereaved family, and wished a speedy recovery to those injured, including security personnel.
