KATHMANDU: Three officers of the Kathmandu Metropolitan Police received their higher rank insignia on Wednesday following their recent promotions.
Shivalal Poudel and Purnachandra Bhatt were promoted to the post of Metropolitan Police Superintendent, while Rameshwar Upadhyaya was promoted to Metropolitan Police Deputy Superintendent.
The insignia were conferred during a ceremony held at Kathmandu Plaza in the presence of Acting Mayor Sunita Dangol and Governance Committee Coordinator Khyamraj Tiwari. Chief Administrative Officer Saroj Guragain and Chief of the Metropolitan Police Force, Senior Superintendent Bishnu Prasad Joshi, presented the rank insignia to the promoted officers.
The 55th executive meeting of Kathmandu Metropolitan City held on Tuesday had decided to appoint them to the higher ranks in an acting capacity.
Addressing the ceremony, Acting Mayor Dangol said the energy visible on the faces of officers receiving their new insignia should remain with all metropolitan police personnel at all times. She said the image of the metropolis is reflected in the face of the metropolitan police.
Dangol instructed the officers to remain committed to human sensitivity and human rights, saying police personnel must work both in favorable and unfavorable situations with high morale and dedication to responsibility. She urged them to be strict in enforcing the law but gentle in dealing with citizens, adding that service should be delivered by winning people’s trust rather than through conflict.
She also said the metropolitan office would pay attention to the career development and capacity enhancement of the police force, while asking officers to focus on service delivery and management.
Chief Administrative Officer Guragain said a recruitment committee had already been formed to appoint officials at different levels of the metropolitan police service and that the process of career development had moved forward. He urged the force to maintain its image as an integral part of the metropolis that works on issues of public concern.
Governance Committee Coordinator Tiwari said metropolitan police personnel often reach citizens before elected representatives and asked them to preserve the trust earned through that role. He added that the morale of the force helps the metropolis manage urban affairs and assist citizens during difficult situations.
Ward Chairperson of Ward No. 24 Binod Kumar Rajbhandari, Ward No. 10 member Satish Tandukar, departmental chiefs and metropolitan police officers were also present at the ceremony.
