BHADRAPUR: The District Administration Office in Jhapa has introduced a ‘faceless’ system, allowing citizens to access seven types of administrative services without needing to visit the office in person. The initiative aims to streamline public service delivery by eliminating the requirement for physical presence.
The services now available through this digital system include permissions for religious and cultural events, notifications for political and social programs, ethnic identity recommendations, and the uploading of citizenship records into the electronic system.
Additionally, status updates for national identity cards and passports, as well as police character verification and investigation reports, can now be obtained remotely, according to Chief District Officer Shravan Kumar Pokharel.
Citizens can request these services via designated online portals, dedicated email addresses, WhatsApp, or telephone. The office has established a dedicated ‘help desk’ to manage these requests. Applicants are required to provide their email or WhatsApp contact details, through which the office will communicate the status and provide necessary responses.
CDO Pokharel stated that the shift toward a faceless model is designed to reduce the distance between service providers and the public while making governance more efficient. He said, “The government has prioritized a digital-friendly governance system to enhance good governance.
Accordingly, we have attempted to establish a direct virtual connection between services and service seekers, ending the need for people to visit the office repeatedly for routine tasks.”
The administration believes this system will save time and money for the public while reducing congestion at the office. Staff members have already undergone orientation to ensure the effective implementation of the new system. The office further stated that it plans to upgrade and expand these technology-based services over time to ensure transparency and accessibility for all service seekers.
