KATHMANDU: Rastriya Swatantra Party lawmaker Dr. Amresh Kumar Singh has accused the current government of being controlled by the prime minister’s advisors and secretariat. Speaking at the House of Representatives meeting on Thursday, he alleged that the advisors have overshadowed the prime minister’s executive authority, claiming the government is operating against the spirit of the constitution.

Singh remarked that the center of government has shifted from Singha Durbar to ‘Jwagal’, where an authoritarian style of governance is allegedly in practice. He accused the prime minister’s secretariat of repeatedly pressuring government officials and security agency chiefs. According to him, the director general of the Department of Money Laundering Investigation was summoned at night and pressured to issue a red notice, while police leadership has also been humiliated.

‘In our parliamentary system, there is a prime ministerial governance system. But the prime ministerial system has been changed into an advisor’s system. I have not been able to understand which section of the constitution or which act allows this,’ Singh said. He further claimed that the prime minister’s advisor met with the head of the Indian intelligence agency RAW but did not make the meeting public.

The lawmaker also alleged that the government continues to discriminate against the Madhesi community and has failed to adhere to the principle of inclusion in government appointments. He noted an increasing trend of threatening the judiciary, civil servants, and media personnel, asserting that a ‘reign of threats’ should not exist. He emphasized that the government must be accountable to the parliament and elected representatives, rather than to the secretariat and advisors.
